The Metropolitan District Commission (MDC) is a non-profit municipal corporation chartered by the Connecticut General Assembly in 1929 to provide potable water and sewerage services to the Hartford, Ct. region. Today, the MDC provides quality water supply, water pollution control, mapping and household hazardous waste collection to eight member municipalities in central Connecticut— Bloomfield, East Hartford, Hartford, Newington, Rocky Hill West Hartford, Wethersfield and Windsor—as well as portions of other towns in the region. The MDC provides water and sewer services to approximately 400,000 people.

We are currently recruiting for the following positions:

CHEIF OPERATING OFFICER

The Metropolitan District Commission (MDC) is a non-profit municipal organization that provides potable water, sewerage services and other environmental services to the Hartford, Ct. region. We are accepting resumes for the position of Chief Operating Officer.

This position manages extensive resources in complex processing operations and maintenance. Work involves directing maintenance, operations, solid waste, water pollution control, and water treatment and supply.

Qualifications include a Bachelor’s degree in civil, mechanical, electrical or environmental engineering with Master’s level course work in the field; (Master’s degree preferred); supplemented by a minimum ten (10) years progressively responsible experience that includes utility plant or public works experience, including four (4) at the senior management level; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must have a valid driver’s license. Must have a Connecticut Professional Engineer license or ability to obtain one within 60 days from date of appointment.

Starting annual salary is $112,935. Benefits include vacation, sick and holiday pay, health and dental insurance, and pension plan.

PROJECT CONTROLS MANAGER

MANAGEMENT ANALYST

This position is responsible for professional administrative work involving the study, analysis and assessment of administrative systems and business operations for the purpose of developing business solutions, management tools, and policies and procedures to improve efficiency and effectiveness. Duties include developing policies and procedures to assist with monitoring budget expenditures. This position is also responsible for coordinating and preparing annual and capital budgets by analyzing long range maintenance plans and forecasting their costs; and identifying future funding needs. Responsible for monitoring assigned operating and project budgets, identifying and resolving budget problems and assisting with closing assigned budgets at the end of the fiscal year. Duties also include preparation of a variety of budget records and reports including monthly budget summaries, and quarterly budget forecast reports. This position works closely with the Mid-CT Project’s client, the Connecticut Resources Recovery Authority.

Qualifications include a Bachelor’s degree in business administration, or a related field; supplemented by two (2) years previous experience and/or training involving analysis of business systems and the use of common database and spreadsheet software; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Knowledge in a use of financial management software preferred. SAP knowledge a plus. Must have good written and oral communication skills. Starting annual salary is $59, 522.00.
